SUBJECT: HL&P RESPONSE TO INSPECTION REPORT, 50-498/86-42, 50-499/86-42

Your letter dated March 23, 1987 forwarded us your response to the seven open

items associated with the subject inspection report. That inspection dealt

with our review of corrective actions resulting from Engineering Assurance

Program (EAP) Tasks: 84-4, Separation and Fire Protection Criteria; 85-4, High

Energy Line Break Analysis; 85-4, Class 1 Piping Stress Analysis; and 86-1,

Field Walkdown. The staff has reviewed your responses and finds them

acceptable. Therefore, all open items for the subject inspection report are

closed.

Additionally, we a're in receipt of your Engineering Assurance Program Summary

Report. That report in combination with the six inspection reports issued as

a result of our overview of the EAP will form the basis of our safety evaluation

report. To assist us in the preparation of the SER you are requested to provide

a confirmatory letter stating that the corrective actions resulting from the

various EAP tasks have been completed and identify with justification which

corrective actions will not be completed by fuel, loading, if any.
