W. D. Shafer, Chief, Projects Branch 2 SUBJECT TECo REGULATORY IMPROVEMENT PROGRAM Your memorandum dated November 7, 1983, identifie.: several notes and action items discussed during our November 4, 1983, meeting with the Toledo Edison Company Management. The following is the status of those items:
1.
Our first meeting with TEco on the draft Regulatory Improvement Program is tentatively scheduled for the week of December 11, 1983.
2.
The higher level management meeting is still tentatively set for mid-January 1984.

We have draf ted our comments on Coronissioner Gilinsky's concerns and they are being typed.
I further understand that we will not fax them to NRR.
Instead we will send NRR a draft copy of the inspection report that describes the meeting (copy attached).

It is very difficult to identity the amount of time a Vice President and Plant stanager should spend in direct support of facility operations.
The consensus from my staff indicates that for a plant vith no major problems the Plant Manager normally spends about 10% of his time directly supporting the operation of the facility (i.e. plant tours, control room visits, etc.).
About 50 to 70% of the time is spent on administrative work such as meetings, corporate communications, budget, etc.
We all agree that when a plant has major problems the Plant Manager must increase his attention in the area of direct support.
We have no recommendation regarding the amount of time a Vice President should directly support the operation of a facility. However, we also feel that a Vice President's attention would increase as the problems increase.

The new rule regarding SR0s in the control room is being handled by NRR.
The Monticello fact ity as well as Davis-Besse has proposed extending the boundary of the control room to include the Shift Engineer's office.
We are developing a memorandtun to NRR vhich identifies our position that the licensee's propossi does not meet the intent of the new rule.
Should you have any questions regarding this action I will be happy to meet with you.

Concern:
Manager of Operationn unclear about emergency procedures.
Response
All Emergency and Abnormal Procedures have a note after immediate operation actions are completed to refer to the emergency plan to determine if a parameter han been execeded placing the licennee in the cmcrgency plan.
What constitutes entrance into an act, ion, level of the emergency plan in based on exceeding defined levels such as >100,000 cpm or >40 psi, etc.
The Manat"r of Operations was a qualified SRO and has been trained on the emergency / abnormal procedures and the emergency plan.
Concern:
Fire Procection, failure to comply.
Response
The 1)ivision of Engineering /NRR inspection team made this discovery.
The inspection report la in preparation along with any escalated enforcement.

The licensee has Just completed establishing six complete shif ts.
Esth shift haN a Shi f t SuperVisnr and an AssistanL Shif t Super-visor who have SHO licensen.
The licennee in not required to have the second SRO in the control room until I-1-84.

Hesponse:
This is the total number of drawings as.ociated with Davis-Besse. The licensee has all critical drawings up to date with Drawing Change Notices attached as a result of NRC initiative. The licensec is continuing to eliminate the programmatic deficiencies that allowed some of the drawings to get out of dara.
. Concern:
A W pumps have no diverse power supplien and there are only two pumps.

Each AW pump is 100% capacity.
Both are steam supplied from different main steam lines, each getting steam from different steam generators. Each pump has the capability of receiving steam from the other steam line a'no.
The AW pump #1 has the capability of supplying AW to the #1 steam generator in the r
advent of loss of all AC power.
Concern:

The licensen han definud parameters which II exceeded con-stitute evacuation. Ilowever, the licensee does take into 3

The Station Superintendent is always in charge. However, the day-to-day lead on identifying and correcting problems does change once the plant is stabilized.
If plant is to so,.

If the plant is to return to power operations the lead remains with the Assistant Superintendent l
for Operations.
