Reference:
TVA's letter to NRC dated April 16, 1987, "Sequoyah Nuclear Plant (SQN) - Technical Specification Change 80" The reference proposed to delete the emergency gas treatment system (EGTS) heater testing of surveillance requirement (SR) 4.6.1.8.d.4 and to lower the required auxiliary building gas treatment system (ABGTS) heater capacity of SRs 4.7.8.d.4 and 4.9.12.d.3.
A typographical error in the unit 1 SR 4.7.8.d.4 was also corrected.
The proposed changes to the ABGTS SRs were supported by calculations that took credit for general lighting in the area of the spent fuel pit. NRC has indicated that, in order to take credit for the lighting as a heat source, surveillances would have to be performed to verify that the lights are operating and to ensure they are replaced quickly when not.
SQN does not consider this type of surveillance to be prudent at this time and, therefore, withdraws the proposed changes to SRs 4.7.8.d.4 and 4.9.12.d.3 concerning ABGTS heater pacity. The proposed deletion of SR 4.6.1.8.d.4 and the typographical error currection should continue to be processed.
