By letter dated September 3,1985, you requested (1) approval by the Director, 1

Office of Nuclear Reactor Regulation, of the Babcock and Wilcox (B&W) Integrated

! Reactor Vessel Material Surveillance Program for use by Arkansas Nuclear One, j Unit No. 1 (ANO-1), (2) withdrawal of the exemption to 10 CFR 50, Appendix H, -

1 from the license and (3) changes to the ANO-1 Technical Specifications (TSs) to ,

remove the TSs relating to the Integrated Reactor Vessel Material Surveillance i Program. Based on our letter of March 13, 1985, and May 3, 1985, to Mr. J. H. Taylor, Manager Licensing, B&W, which provided our acceptance of

, Topical Report BAW-1543, Rev. 2, " Integrated Reactor Vessel Material 1 Surveillance Program," for referencing in licensing actions, I hereby grant our approval of the B&W Integrated Reactor Vessel Material Surveillance Program for '

a ANO-1 (BAW-1543A). The authority to grant this approval has been delegated to me by the Director, Office of Nuclear Reactor Regulation.

The Commission has issued the enclosed Amendment No. 98 to Facility Operating

) License No. DPR-51 for AN0-1. This amendment consists of changes to the TSs in response to your letter dated September 3,1985. The amendment revises the ANO-1 TSs by removing those TSs related to the Peactor Vessel Material Surveillance Program.

A copy of the Safety Evaluation which supports the above actions is also enclosed.

Notice of Issuance of the amendment will be included in the Commission's bi-weekly Federal Register notice.

j With the above actions, the exemption from the requirement for a continuing

• 1 in-vessel material surveillance program.as set forth in Appendix H to 10 CFR 50, l which was granted by letter dated April 4, 1977, and extended by letter dated April 30, 1982, is nullified.
