INTEGRATED PLAN SEMI-ANNUAL UPDATE NO. 6 REVIEW (TAC 64918)

Big Rock Point Plant l
By Amendment 82, dated February 12. 1986, to the Big Rock Point (the facility)
Operating License DPR-6, License Condition (7) was incorporated so as to require Consumers Power Company (CPC) to adhere to the " Plan for the Big Rock PointIntegratedAssessment(thePlan)".Section V.A., Periodic Updating, requires that semi-annual updates to the Plan be submitted to the NRC for our review.
By submittal dated February 27, 1987, CPC has provided required Plan Update No. 6.
Our staff has reviewed all of the infonnation provided for Plan Update No. 6 and finds the additions and changes to the Plan schedules to be acceptable. Update No. 6 to the Integrated Plan indicates that six active issues have been closed and one new issue (B-119: Acid System Modifications) has been opened since the previous update (August 1986). Some of the Plan scheduled completion dates have also been changed in the current Plan update.
The ste,ff notes that the Technical Review Group (TRG) has met twice since the last Plan Update, once in September and once in December 1986. No issues were cancelled by the TRG at either of these meetings. The TRG did revise the administrative controls related to management of the Plan to permit cancellation of an issue if the issue receives a score of 5 or less (out of a possible score of 72) by the TAG. The staff finds this revision of the administrative controls acceptable.
The following issues were closed out in Plan Update No. 6:

Issue 0-009A - Install Telltales on the Shutdnwn System Heat Exchanner This issue involved installation of telltales to facilitate detection of leakage through the shutdown cooling system heat exchange relief valves and for the cleanup system non-regenerative heat exchanger. These modifications were installed during the 1987 refueling outage.

Issue B-048A - Install Cleanup System Pump Bypass line Modifications have bee:- completed on this issue which will reduce the cost of operating and raintaining the cleanup system by minimizing the running time of the cleanup pump itself.

Issue B-0508 - leak Rate Test of Containment Penetrations for Instrument and Service Air The procedures have been developed to perform local leak rate tests of the containment instrument and service air and these tests were conducted during the 1987 refueling outage, j
4 Issue B-084A - Scram Dump Tank Redundant Valves Modifications to install additional valves and associated indicating lighting to increase isolation reliability of the scram dump tank vent and drain lines were completed during the 1987 refueling outage.

Issue BN-109 - Rackup High Ranoe Stack Monitor liodifications have been completed to install equipment needed to provide an alternative method of detemining high range stack releases.

Issue B-117 - Replacement of the Engine for the Diesel Fire Pump lhe diesel driver for the diesel fire pump engine was replaced during the 1987 refueling outage. This replacement was necessitated by repeated engine problems which indicated deteriorating reliability of the diesel fire pump. Results of the acceptance tests performed for this modification indicate a significant improvement in performance.
The following issue was added in Plan Update No. 6 - Acid System Modifications toCliminatepioinoCorrosion(IssueB-119). The staff acknowledges your June I, 1987 deadline to develop a schedule to resolve this issue.
Our staff notes the rescheduling of certain issues of interest as follows:
1.
Issue BN-014A - Resolution of Seismic Issues 1
The staff notes that significant progress has been made towards resolutinn of this issue since the last Plan update and this issue's ranking has been increased from 15 to 13. The staff considers resolution of this issue, including facility modifications, a high priority, and encourages CPC to maintain a high level of effort towards resolution of this issue.

Issue BN-025. Wind and Tornado loading i
The staff has received CPC's February 13, 1987 submittal on this issue and has scheduled a response by July 31, 1987 The staff considers this a high priority issue and acknowledges the increase in ranking for this issue from 20 to 19, 3.
Issue BN-032. Emergency Operating Procedures (EO) Upgrade i
The staff has received CPC's December 30, 1986 submittal on this issue and it is under staff review with a scheduled response date of September 30, 1987.

Issue A-035B. FHSR Update Study j
The staff issued a schedular exemption for this issue on March 2, 1987 to allow CPC and NRC time to resolve staff concerns for this issue. This issue is important to the staff and this is reflected in CPC's increasing the ranking of this issue from 26 to 22.
The staff notes that the Plan Update No. 6 provides a clear and concise update i
of the status of the Big Rock Point Plant Integrated Plan. Future submittals I
of issue updates should be as complete and descriptive as Plan Update No. 6.
