TOPICAL REPORT HGN-112-NP, ACCEPTANCE FOR REVIEW AND DETERMINATION FOR WITHHOLDING FROM PUBLIC DISCLOSURE Your letter, dated February 23, 1987, transmitted topical report HGN-112-NP

" Generic Hydrogen Control Information for BWR-6 Mark III Containments",

Revision 0.

This initial topical report is a non-proprietary summary of previous proprietary and non-proprietary reports referenced in HGN-112-NP.

The final topical report will reference and summarize three additional reports.

Since HGN-112-NP, including the reports referenced therein, meets the criteria of NUREG-0390, the report has been accepted for review in the NRC's topical report program. General questions regarding the program should be directed to Mr. Richard Emch of the Technical and Operations Support Branch, 301-492-7750.

The topical report has been assigned to the Plant Systems Branch, Division of BWR Licensing (Division of Engineering and Systems Technology, after April 12, 1987) of the Office of Nuclear Reactor Regulation. The assigned lead reviewer from that branch is Mr. Allen Notafrancesco.

If you have any questions concerning the review, you may contact the lead reviewer at 301-492-9a44 The review is scheduled to be completed by October 1987.

All correspondence regarding this topical report should be marked, " Attention:

Document Control Desk," and should include the topical report number in the subject line of the letter. This will ensure the proper handling and distri-bution of topical report correspondence by NRC. Copies of the correspondence may also be sent directly to the lead reviewer to facilitate the review.

HGN-112-NP was submitted to the NRC as part of the Topical Report Review Program and references information that you requested be withheld from public disclosure in accordance with Commission regulations regarding the handling of proprietary information. Since the material was for the purpose of staff review of your initial topical report submittal and it is anticipated that there will be several changes to the document before a final version is approved, we will. treat this material as proprietary information within the provision of 10 CFR 9.5(4), with the following exceptions:

Information which is found to be generally available to the public will not be treated as proprietary.

Information which is available to the government or becomes (7

available on an unrestricted basis will thereafter be treated as non-proprietary.

(3) Documentary material requested under the Freedom of Information act (5 U.S.C. 552) will be reviewed at the time the request is received and a determination made whether such information may be withheld from public disclosure. This cetermination will be made on the basis of additional information which will be required to be furnished to the NRC in support of the idC0G proprietary positions.

(4) The NRC, under a non-disclosure agreement, may disclose this information to licensees and applicants if such disclosure is necessary to assure that the public health and safety is adequately protected.

If there is a need to consider the public disclosure of the HC0G proprietary material identified in this letter, it is our intention that HCOG would be notified prior to making a disclosure determination and that such a determination would be made in accordance with the procedures and conditions of 10 CFR 9, Subpart A.

When a final topical report is approved, the final report, including the staff's safety evaluation bound with the report, should be separately submitted.

Such submittal should include an application for withholding accompanied by an affidavit meeting the requirements of 10 CFR 2.790(b) for the proprietary reports referenced therein. This final report submittal should also include a non-proprietary version of the proprietary reports referenced in the approved topical report and intended to be employed as a part of a licensee application.
