INSPECTION N0. 50-346/86-010

Enclosed is the report of the team inspection conducted by Mr. R. C. Wilson

and other NRC representatives on February 24 to 28,1986, at the Davis-Besse

Nuclear Power Station, Unit No.1 of activities authorized by NRC License No.

NPF-3. The inspection could not be completed at that time because of the

ongoing revisions to your equipment qualification (EQ) program and several

unresolved qualification issues.

The team's interim findings were discussed

with you and members of your staff in a February 28 status meeting. The inspec-

tion reviewed your implementation of a program as required by 10 CFR 50.49 for

establishing and maintaining the qualification of electric equipment within the

scope of 10 CFR 50.49. Within these areas, the inspection consisted of examin-

ations of selected procedures and records, interviews with personnel, and obser-

vations by the inspectors.

The inspection determined that during the present plant outage you are

performing an extensive reworking of your EQ program. We identified numerous

concerns that are considered to be unresolved items. These concerns will be

reexamined in a continuation of this inspection that is tentatively scheduled

for the week of August 4, 1986.

The plant phy::51 inspection identified several significant concerns

involving the status, condition, and maintenance of equipment requiring

qualification; your attention is directed to the listing of these findings in

section 4.E of the inspection report.

Conversely, although most of the

qualification documentation packages were incomplete, they were well organized

and appeared to reflect acceptably high standards of preparation.

Your corrective actions regarding the identified concerns and the completion

of your other planned efforts should not be delayed pending continuation of

this inspection or other further NRC action.
