Gentlemen:
In further review of our supplemental letter identified in Reference 2, we have determined that a clarification to our response is required.
The second paragraph of the cover letter stated that "... In those cases where we have not indicated formal documentation, such as meetings and discussions, koy personnel are available to confirm that these meetings and discussions took place as stated."
It was the intent of this statement to assure the NRC that, for those meetings or discussions referenced in the subject Notice of Violation and Notice of Deviation responses which were not documented, key personnel were available to verify that the meetings and discussions took place. TV Electric - Generating Division has re-examined these responses and has identified or prepared documentation for each of the meetings or discussions referenced in our responses. This action was taken in recognition of the fact that. key personnel may not be available in the future to verify these meetings or discussions due to attrition and transfers, especially in the CPRT area as that project nears completion.
For clarification of our past and future responses to Inspection Reports, TU Electr ic - Generating Division utilizes the following criteria in developing our responses:
(1) all references to meetings, discussions and training are verified at the time the responses are submitted; (2) meetings / discussions may not be documented unless so stated; however, we intend to document all Off-W

The above criteria will be implemented because the availability of key personnel cannot be guaranteed after a reasonable period of time, especially in the'CPRT area, due to attrition and transfers.
