Your original response, dated May 27, 1988 and your response to our request for additional information, dated October 12, 1988, stated that steam binding ,

On February 17, 1988, Generic Letter 88-03 was issued and requested ill licensees of operating PWRs and holders of construction permits for PWRs to confirm that appropriate orocedures are in place, and will be maintained, to minimize the occurrence of steam binding of the auxiliary feedwater pumps.

Your original response, dated May 27, 1988 and your response to our request for additional information, dated October 10, 1988, stated that steam binding has been precluded at Fort St. Vrain for the boiler feedwater pumps, condensate pumps, feedwater pumps, and emergency water booster pumps. The responses provided a detailed evaluation of the possibility of steam binding occurring in these pumps by examining the piping designs and valve configurations associated with the pumps. The responses also addressed the procedural requirements in place at Fort St. Vrain wnich verify valve configurations and identify actions to be taken to prevent steam binding of pumps.

The staff has reviewed the submittals and the piping and instrumentation diagrams (P& ids) and confirms that due to piping design, valve configuration and procedural requirements, steam leakage into the boiler feedwater pumps, condensate pumps, feedwater pumps, and emergency water booster pumps is not a concern at Fort St. Vrain. Thus, your response to Generic Letter 88-03 is satisfactory and no further at. tion is necessary.
