This refers to the routine safety inspection conducted by Mr. Josaph A. Golla
of this office on February 24 - 27, 1987, at James A. FitzPatrick Nuclear Power

Plant of activities authorized by NRC License No. DPR-59 and to the discussions
of our findings held by Mr. Golla with you at the conclusion of the inspection.
!
Areas examined during this inspection include containment isolation valve

local leak rate testing and preventive maintenance activities regarding
containment isolation valves and containment integrated leak rate testing.
!
The results of the inspection indicate that local leak rate testing is being
i
adequately conducted and administered.
It was determined however that the
JAFNPP containment has failed the last 2 consecutive Type A tests.
,
10 CFR 50 Appendix J specifies that if two consecutive Type A tests fail to
meet the acceptance criteria a Type A test shall be performed at each refusiing
-
shutdown until two consecutive Type A tests meet the acceptance.
It is our
understanding that you will perform a Type A test during the upcoming refueling
outage.
Within the scope of this inspection, no violations were observed.
No reply to this letter is required. Your cooperation with us in this matter
is appreciated.
