LOCAL PUBLIC DOCUMENT ROOMS FOR FUEL CYCLE FACILITIES The Office of Nuclear Material Safety and Safeguards has given thoughtful review to your memorandum and enclosures of February 6,1981 on the above subject.

In light of the beckground and recent study information that you proviced, NMSS has the following suggestions regarding fuel cycle facility

LPDR 's :

- While we recognize the merit of the LPDR concept, we also recognize that the tight manpe,<er and funding situation within NRC necessitates either reduction in number or abandon.nent of fuel cycle facility LPDR's.

Currently, there is no manpower or funting available in any of the NMSS Divisions to provide the support necessary to maintain and operate LPDR's efficiently.

- Eased on current licensing actions and public' interest, NMSS suggests that Part 40 and 70 fuel cycle facilty LPDR's be reduced to these 5:

- We also recommend that the Part 50 LPDR *,e retained for 50-201 NFS West Valley.

- We will be pleased to con'tirue to provide copies of all docketed correspondence to those LPDR's that are retained.

However, we weeld point out that the Cor. mission, in its June 30, 1978 decision on SECY 78-301, approved a recommendation assigning responsibility for both the operation and closing of fuel cycle LPDR's to the LPDR Branch; ADM.
