1 l of and reliance upon the LPORs. Custodians of the document collections at the various libraries are more interested in obtaining NRC material and, hence, more j attentive to its maintenance.

t Most important, LPORs are receiving the personal attention, guidance, and assistance of the recently established LPOR Branch. In 1977 the Bran:h established the goal of l

visiting each LPOR, not prev.frusly inspected, to  :

assure that document collections are in good order l I and up-to-date, and to resolve any problems faced by l

} those maintaining the collections. LPOR Branch personnel , i l have visited 42 LPOP.s since July 1, 1977, and plan to visit an additional 18 LPORs by July 1,1978. All l -

LPORs will have been visited by the end of 1978. l i

l These efforts have enhanced the efficiency of the l LPOR operation and, combined with increased public '

interest in nuclear power, have led to a considerable l increase in the use of the 'PORs. I l

Since the 1976 survey conducted by PLA at the request l of the Office of Administration is, admittedly, out-of- l date, some of the recomendations and analyses contained l in SECY-77-331 are no longer appropriate.  :

' l The following comments reflect the recent developments i referred to above and the Comissioners' coerents.  !

They are presented in the same order as listed in )

the Secretary's memorandum of March 7,1978, attached.

1. At the oresent time there are 13 LPORs serving 15 licensed fuel cycle i and material facilities. The public interest in maintaining these l LPORs will have to be assessed, and it is estimated that two-thirds l of the document collections will be retained. We estimate that it will i require 16 man hours per facility to publish an appropriate notice l requesting comments on continuing these LPOR's and to analyze the l coments received. For those collections which are to be retained.

LPORs will be established for both high and low level waste burial factitties. New regulations are being written for these types of  ;

facilitiet, and provisions are being mde for the estabitshnent of loc.a1 public document rooms. The State of New Mexico recently '

i reovested 9 LPORs for DOE's Waste Isolation Pilot Project near Carlsbad.

New Mexico. The staff has suggested 3 LPORs and is currently exploring [

i this approach with the State. Additional mini-LPDRs are another possibility. We expect 00E to sutait an application for another high  !

level waste burial facility in the next year. Forty man. hours will '

be required to estabitsh each of these LPDRs and we expect considerthle interaction with, the public. .

2 - Enclosure A In addition, we are establishing LPORs for Nuclear Engineering Company's low level waste burial facilities in Sheffield, Illinois and Richland, Washington. Approximately 40 man hours are needed to establish tach LPOR.

With respect to power reactors, it is estisiated that between now and Septem5er 1979 the NRC will receive 14 requests for early site reviews, 4 applications for construction permits, and 15 apolications for operating licenses. New LPORs will have to be established for each of the early site review and construction permit applications.

We estimate that it will take 40 man-hours each to establish LPORs for these 18 facilities. As for the 15 operating license applications, ,

approximately 32 man-hours of effort will be required for each.

It will be necessary to visit the existing LPOR's to assure that the document collections are in good order and that the librarians are properly instructed and prepared co handle the increased volume of material. Thus, the total time required to establish and service LPORs for new power reactor applicatiens is approximately 1200 mn-hours.

This will be in addition to Jur schedule for visiting and servicing other power reactor LPDRs.

Based upon the above, we estimate that it will require the equivalent of about 1.5 mn-years to establish, visit, and service these LPORs.

Since LPDRs will be inspected on a recurring two-year cycle, these manpower requirements to inspect LPORs and update document collections should remain relatively stable.

2. We expect a marked increase in the amount of time that will be required to coordinate the LPOR Drogram with the vsrfous libraries, the utilities, and the NRC staf f. We also anticipate a similar increase in the amosnt of time necessary to handle requests for informtion and assistance from the pub 1(c. In view of the increased number of LPORs, the fact that 1.PORs will continue for the operating lifetime of the facility, and that more publicity will be given to the LPDRs, it is estimated that the workload necessary to handle the increased coordination and to respond to requests for informtion and assistance will increase by three-fourths of a man-year.
3. For the same reasons as stated in footnote 2 above, and considering the establishment of mini LPORs, increased effort will be required to process and forward documents to the LPORs. At the present tire, approximtely 4,500 doewents per month are sent to the LPORs. By September 1979, we estimate that the workload in this area will increase by one-half un year.
