SURJECT: RELIEF FROM HPCI AND RCIC ASME CODE SECTION XI HYDROSTATIC TEST REQUIREMENTS RE: JAMES A. FITZPATRICL ff0 CLEAR POWER PLANT This is in response to your letter dated March 4,1988 recuesting relief from the ASME Section XI Code requirements to perfom certain hydrostatic tests en the High Pressure Coolant injection (HPCI) and Reactor Cere Isolation Cooling (RCIC) stean st.pply and exhaust pipire. In your letter you preposed perfomiN/

an inservice test as an alternative in order to demonstrate the adequacy of the pressure boundarf. Subsequently, in a letter dated September 9, 19EP, you withdrew the relief request associated with the HPCI and FCIC Steam supply piping.

We have reviewed this infomation and the additional inforration provided in your letter dated September 30, 1988 which described details of the existino interferences are the difficulty which would be involved in performing the raodifications necessary to perfom the pressure tests of the exhaust piping.

As a result of this review, we have granted relief on the basis that the test requirteents for which relief has been requested and approved are ircractical, and pursuant to 10 CFR 50.55a(g)(6)(i), that the granting of this relief is authorized by law and will not endanger life or property or the cerr'on defense and security ind is otherwise in the public interest.
