Dear Sir:
During discussions with the Staff concerning the subject program, we were requested to provide the following additional information. The systems described in Reference (c) that are included in the leakage reduction program will be inspected during the preoperational testing phase prior to initial criticality. The inspection data will be provided in the Startup Report which will be sent to the NRC. The data will include leakage locations, measured amounts, and corrective actions. The Startup Report will be submitted, af ter issuance of the operating license, within the time period specified in Regu-latory Guide 1.16 (Section C.1.a).
