NRC Safety Evaluation Report on Tennessee Valley Authority: Sequoyah Nuclear Performance Plan, dated May 1988 Enclosed is TVA's revised in-service inspection (ISI) program (surveillance instruction 114.2, revision 13) for SQN unit 2.
This revision incorporates the augmented and accelerated fleid weld program into TVA's ISI program for unit 2.
TVA, by reference 1, comitted to revise SQN's American Society of Mechanical Engineers (ASHE) Code, section XI ISI program to include the following features.
The 4 items below are quoted directly froct TVA's January 30, 1987 letter.
1.
100 percent of the ASHE Class 1 and 2 piping field welds identified to be esamined in the first 10-year in-service interval and which remain to ce tuAmin6d Will be scheduled for examinatin (sic] the nest two consecutive refueling cutages following the submittal of the revised plan and the restart of any unit.
2.
100 percent of the ASME Class I and 2 pipe support field welds identified to be examineo in the first 10-year in-service interval and which remain to be esamined will be scheduled for examination in the esnt two consecutive refueling outages following the submittal of the revised plan and the restart of any unit.
3.
Major cceponent support melds made in the field on the reactor vessel, steam generator, pressurizer, and reactor coolant pumps that have been identified to be examined in the first 10-year program and which remain to be examined will be scheduled for esamination in the next two consecutive refueling outages folicwing the submittal (T the t

Where possible, the program period examination percentages will be maintained as required by the code in the Tables IWB-2412-1 and IwC-2412-1 (Inspection Program B).
Note that the required percentages may not be met on specific systemt, categories, or item Nos. because certain systems contain a large number of socket welds which are fleid welds and the majority of pipe support welds are field welds.
Where conflicts with the code enam percentaje requirements and the augmented / accelerated programs are identified specifir, requests for relief will be added M the revised program.
These program elementt were paraphrased by NRC oa page 3-49 of NRC's May 1988 safety evaluation report (SER) on SON's Nuclear Performance Plan.
Because of phraseology differences between the SER and TVA's January 30, 1987 response, each of the four elements of the program has been restated from TVA's January 1987 response.
Thi5 waf done to maintain the original level of detail and to avoid any misinterpretatir,n regarding the identiflCatton of the welds requiring examination under this accelerated program.
In addition to the accelerated field welo program. TVA has incorporated new drawings, new weld counting, and NRC Bulletin 88-09 inspection requirements for the thimble tube guides on unit 2.
In keeping with TVA's previous commitment, we plan to submit the accelerated field weld program for SQN unit I sin months after unit I restart.
