TECHNICAL SPECIFICATION AMENDHENT REQUEST INYOLVING STEAM GENERATOR TUBE SLEEVING AT THE V. C. SUMMER NUCLEAR STATION (TAC NO. 68274)

(SCE&G) to the NRC requested that surveillance requirement 4.4.5.4.a.10 of Technical Specification (TS) 3/4.4.5, "Steam Generators," of the V. C. Sumer i

Nuclear Station be revised to allow the use of various weld sleeve processes contingent upon prior NRC approval.

Your submittal is a request for generic approval of sleeving by a process to be later determined, later reviewed, and later approved by the staff prior to use.

If the process requires NRC review and approval before undertaking the repair or before operating with the repaired item, the approval amounts to a license amendment. Your amendment request makes it clear that you are not providing l

nor are you seeking a generic safety determination of the safety of sleeving in general. Thus, the subsequent review and approval will, in fact, be the NRC evaluation of the safety of the specific action to be authorized by the NRC, Your request asks us to make an administrative change to the Sunner license so that the NRC would, in the future, approve changes to authorized activity j

without following the procedural requirements of the Connission's regulations i

and governing statutes. This would be improper, j

sleeving techniques, to approve the use of more than one and to simply call for

a report on implementation at the time the licensea actually implements cre of

these techniques.

This is similar to the situation with your present technical i

specifications which allow the use of the Cosbustion Engineering sleeving

technique referenced in CEN.337.P. Should you desire such an approach, we j

would evaluate your submittal in accordance with the Copetissions regulations i

and statutes.
