CONFIRMATORY ACTION LETTER CAL-RIII-87-03

" ' Docket No. 50-341 The Detroit Edison Company ATTN: B. Ralph Sylvia Group Vice President Nuclear Operations 6400 North Dixie Highway Newport, MI _48166 Gentlemen:

On April 2, 1987, Detroit Edison Company informed Region III that a special audit of its operator licensing requalification program had disclosed that some licensed operators may not have attended all the lectures which are a required portion of their requalification program. The special audit was conducted at the request of Region III after an earlier licensee audit had determined that three licensed operators had not completed certain manipulations required by their requalification program.

On April 3,1987, a meeting was held in the Region III office, between Mr. F. Agosti and others of your staff, Mr. C. J. Paperiello and others of my staff, to discuss these apparent requalification training deficiencies.

Based on discussions and review of documentation during this meeting it is our understanding that Detroit Edison Company will:

1. Submit to NRC, Region III, by April 7,1987, an analysis of the substituted training which verifies that the learning objectives for Cycle 3 of your 1984-1985 Requalification Program have been met for all licensed operators that were required to have this training.
2. Complete the Cycle 3 training of your 1986-1987 Requalification Program for all licensed operators by May 15, 1987.
3. Certify to NRC, Region III, that all licensed operators performing licensed duties are current with respect to the Requalification Program.
4. Perform a 100% review of all applications submitted to the NRC in support of license renewals. Submit to Region III by April 10, 1987 the results of this review.

If your understanding of these commitments is different from that stated above, please inform this office promptly.
