Oyster Creek Nuclear Generating Station Docket No. 50-219 Inspection Report 88-023. Enforcement Conference Inspection Report 88-023 identifies an apparent violation involving isolation condenser system operability. As previously discussed GPUN is currently evaluating the recent performance of the isolation condenser system.
The NRC staff has been briefed on the status of this effort and GPUN will provide additional information during a working level meeting on November 18, 1988.
With regard to the enforcement conference detailed in Inspection Report 88-023, as discussed with the NRC staff, GPUN will attend the enforcement conference on November 17, 1988.
Since the evaluations of the isolation condenser system performance leading to the plant shutdown on September 30, 1988 have not been completed, GPUN can only address those issues pertaining to the isolation of the isolation condenser vent path and the associated root causes, safety significance, and corrective actions for this specific occurrence.
