Gentlemen:
SUBJECT: REPORT NOS. 50-280/86-20 AND 50-281/86-20
Thank you for your response of November 13, 1986, to our Notice of Violation
issued on October 14, 1986, concerning activities conducted at your Surry
facility.
We have examined your response and found that it meets the require-
ments of 10 CFR 2.201.
We will examine the implementation of your corrective
actions during future inspections.
After careful consideration of your request for reassessment of the severity
level classification for the violation concerning inadequate procedures for the
work performed on the recirculation spray heat exchangers, we have determined
that the violation should be classified as a Severity Level V violation rather
than a Severity Level IV violation. We agree that failure to provide adequate
documentation in this specific case does not have more than minor safety or
environmental significance because the work was adequately completed.
Accordingly, our records have been changed to reflect the violation as a
Severity Level V violation.
We appreciate your cooperation in this matter.
