CONFIRMATION OF ENFORCEMENT DISCRETION REGARDING TECHNICAL SPECIFICATION 3.5.2 - HATCH - UNIT 2 This letter acknowledges receipt of your letter dated November 1,1988, regarding your request for relief of Hatch Unit 2 Technical Specification 3.5.2 on a temporary basis.

This requirement provides a limiting condition for operation (LC0) for the automatic depressurization system (ADS), and the waiver allowed the continued operation of Hatch Unit 2 until a design change could be implemented to correct a design deficiency in the ADS power supply circuitry.

This waiver was requested and subsequently granted via telecon on October 26, 1988.

During a second telephone conference on October 27, 1988, the time frame and extent of the enforcement discretion were discussed.

The NRC has reviewed your November 1, 1988, letter documenting this issue and confirms that enforcement discretion was granted to temporarily permit i

continued operation of Unit 2.

It is our understanding that Unit 2 will be shut down and the proposed modifications will be implemented prior to January 1, 1989.

We also understand that the proposed modifications will be l

implemented on Unit 1 prior to restarting the unit at the end of the current i

refueling outage, which is presently scheduled for Dacember 5,1988.
