SPECIAL TEAM INSPECTION OF EMPLOYEE CONCERN ELEMENT REPORTS
SEQUOYAH REPORT NOS. 50-327/87-05 AND 50-328/87-05
On January 19-23, 1987, an NRC team conducted a special announced inspection of
activities authorized by NRC Operating License Nos. DPR-77 and DPR-79 for your
Sequoyah facility.
At the conclusion of the inspection, the findings were
discussed with those members of your staff identified in the enclosed inspec-
tion report.
Areas examined during the. inspection are identified in the report.
The inspec-
tion consisted of selective examination of Employee Concern Task Group (ECTG)
Element Reports for Sequoyah, procedures and representative records, and
interviews with personnel. Within the scope of the inspection, no violations
or deviations were identified.
The inspection encompassed the review and evaluation in part or in whole, of 13
Sequoyah final Element Reports issued to the NRC by the TVA.
Five of the
-
Element Reports were evaluated to be satisfactory as written; five were
evaluated as requiring revision or other written explanation to clarify or add
details. Three Element Reports were insufficiently reviewed by the NRC inspec-
tors to determine their adequacy and will be evaluated in a future inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its
enclosures will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to
the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
