This refers to the inspection conducted by Mr. P. H. Harrell of this of fice
during the period October 4-14, 1988, of activities authorized by NRC Operating

License DPR-40 for the Fort Calhoun Station, and to the discussion of our
findings with Mr. J. J. Fisicaro and other members of your staff at the
conclusion of the inspection.
The area examined during the inspection included security observations. Within
this area, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspector.
The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Normally, you are required to respond to the
violation, in writing, in accordance with the provisions of Section 2.201 of
the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

However, your immediate corrective actions taken during this inspection period,
including your admission of the alleged violation and explanation of the causes,

and your planned actions to prevent recurrence have been reviewed and found to
!
be responsive to the specifics contained in the Notice of Violation enclosed
i
with this letter.
Therefore, no written response to this violation is required.
