Dear Mr. Standerfer:
l
Subject:
Visual Weld Acceptance Criteria By letter dated June 26, 1985, the NRC staff provided generic guidance to
~'
Southern Company Services concerning implementation of visual weld acceptance criteria (VuAC, Revision 2) for structural welding at nuclear power plants.
This guidance makes the following statements:
(1) VWAC represents an acceptabic approach for visual inspection of structural weldments that are under the purview of American Welding Society standard D 1.1 or other non-ASME class structures (2) VWAC is not applicable to inservice inspections that are requiredbySectionXIoftheASMECodes(3)applicantsandlicenseeswishing s
to comit to the VWAC must document their comitment in the form of an amendment to the Final Safety Analysis Report (FSAR): and (4) uniform training 1
should be provided for quality control inspectors who implement the VWAC in order to assure consistent application.
GPU Nuclear Corporation (GPUN) fonnally adopted the provisions of VWAC (Revision 2) for THI-2 in a letter to the Director of Nuclear Reactor Regulation dated Octobor 14, 1986.
In this letter, GPUN comits to comply with all of the above guidelines except for statement (3).
Instead of amending the FSAR, GPUN proposes to incorporate the VWAC (Revision 2) into the GPUN Welding Manual.
The NRC staff accepts GPUN's October 14, 1906 notification to adopt the VWAC (Revision 2)forTHI-2. The staff recognizcs that an exemption to 10 CFR Part 50.7(e)wasissuedonJuly 20, 1981 to License No. DPR-73.
The exemption i
deleted the requirements to periodically update the TMI-2 final safety l
analysisreport(FSAR).
Therefore, amending the FSAR for THI-2 is not required.
I Sincerely.
y*
