By letter dated April 6,1987, you requested an emergency license amendment change to Table 3.3-5 to Technical Specification of Facility Operating License NPF-49 to permit operation engineered safety features response times of 27 seconds (Diesel generator starting and sequence loading delays not included, pHR pumps not included) and 37 seconds (Diesel generator starting and sequence loading delay inclu kd, RHR pumps not included). These times pertain to Item 4.a of Table 3.3-5 in the Technical Specification. The current Technical Specification cited above reouires 12 and 22 seconds respectively to be met.
We have reviewed the justification provided by your letter and conclude that operation with the 27 and 37 second times will not place the plant in an unsafe condition nor will it present any undue risk to the health and safety of the public. This conclusion is based upon the safety analysis provided in your letter.
This letter will confirm the verbal granting on April 3,1987 of a temporary waiver of compliance from the sub,iect Technical Specification to pemit operation with 27 and 37 second times at the Millstone 3 plant. This waiver of compliance will be in effect thru April 7, 1987, while we complete the processing of the emergency license amendment.
