By letter dated April 15, 1987, we submitted our final design fer an alternate shutdown system independent of the 4160V switchgear room l
at Point Beach Nuclear Plant Units 1 and 2.
An alternate shutdown analysis for this area showing conformance to 10 CFR 50 Appendix R Section III.L was submitted on February 29, 1988.
You approved our design in a safety evaluation dated July 27, 1988.
During our review of the safety evaluation we note an area where our submittals may have been misinterpreted.
The technical evaluation attached to the subject safety evaluation states in relation to the gas turbine generator and associated equipment, "The gas turbine and associate output breakers are located in the gas turbine building located away from the 4160V switchgear room.
The turbine and breakers are contained in a room constructed of walls and floor / ceiling assembly that are three-hour fire rated." The gas turbine building is not a three-hour fire rated structure.
It is a separate building of metal panel and steel frame construction wnich is located more than 75 feet west of the main plant baildings.
The 4160V switchgear is located in a three hour firo rated enclosure within the main plant building.
We feel this meets the requirements of 10 CFR 50 Appendix R Section III.L.3 and doc, nr*
nyalidate the conclusions of your July 27, 1988 safety evalua' tun.
