This is in response to your letter of November 26, 1986 (reference #696-9089),

in which you requested our prior concurrence with your intention to dis-continue night firing of weapons by security officers during annual requalifi-cations.

As discussed during a January 27 telephone conversation between Willard Brown of my staff and your Keith Asmussen and Alex Galli, it is the Division of Safeguards' position that night firing for familiarization should be a part of both initial qualification and annual requalifications for those personnel subject to weapons training requirements. The rationale for our position is based on the importance of protecting strategic special nuclear material.

Hence, the training and requalification programs at Category I facilities should be designed to prepare armed response personnel for all credible adversary scenarios, including those that might take place in darkness or under poor lightir.g conditions.

We suggest that a revision pursuant to 70.32(e) to your Guard Training and Re-qualification Plan, in which night firing is specifically committed to, would be appropriate.

We have determined that your 696-9089 letter, dated November 26, 1986, contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.
