SUBJECT:

MEETING WITH REPRESENTATIVES OF SACRAMENTO MUNICIPAL UTILITY DEPARTMENT (SMUD) TO DISCUSS THE LICENSEE'S EFFLUENTS AND WATER MANAGEMENT PROJECT ACTION PLAN DATED SEPTEMBER 29, 1988.

On Wednesday, October 12, 1988, members of the Region V staff and SMUD met at 9:30 A.M. in the Chief. Emergency Preparedness & Radiological Protection Branch's office to discuss the licensee's action plan, noted above, to reduce the volume and quantity of radioactive material in their site liquid effluent discharges at the Rancho Seco Nuclear Generating Station. This meeting was requested by the licensee.

NRC Attendees: G. P. Yuhas, Chief Emergency Preparedness & Radiological Protection Branch W. P. Ang, Project Inspector C. A. Hooker, Radiation Specialist SMUD Attendees: S. P. Melancon, Project Manager J. Delezenski, Supervisor Regulatory Coordination The agenda addressed at the meeting is included as Attachment 1.

Mr. Melancon discussed the scope of the actions taken, those in progress and thest proposed to address concerns associated with the licensee's ability to manage their radioactive liquid effluent discharges within 10 CFR 50, Appendix !

Mr. Yuhas statec that his concern was that the frequent licensee reorganizations and reassignment of responsibility for the effluent programs have resulted in previous action plans not being effectively implemented. support from the Chief Executive Officer, Nuclear. Mr. Helancon also stated that he felt that the Chemistry Department, who has recently been assigned the responsibility to nanage the site effluent program, will do a good job in implementing an effective program.
