oecember 12, 1986 h- (W Babcock & Wilcox Company Commercial Nuclear Fuel Plant ATTN: Mr. J. P. Watters License and Control Administrator P. O. Box 11646 Lynchburg, Virginia 24506-1646 Gentlemen:
This is in response to your letter dated December 11, 1986, requesting a 10-day extension for the reconciliation of your low enriched uranium physical inventory which was initiated on November 14, 1986, and consequently, a delay in the submittal of DOE /NRC Form 742.
The reporting requirements of 10 CFR Part 75 do not apply to your November 1986 physical inventory since this is the second physical inventory during the calendar year. Additionally, our review has determined that granting this request will not adversely affect the common defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are adding the following unnumbered license condition to Amendment MPP-2 to your License Number SNM-1168, effective immediately, to read as follows:
Notwithstanding the requirements of 10 CFR 70.51(e)(4) to calculate, reconcile and adjust the book record to the results of the November 1986 low enriched uranium physical inventory within 30 calendar days and notwithstanding the requirements of 10 CFR 74.13 to submit DOE /NRC Form 742 within 30 days after the start of the physical inventory, the licensee shall complete these activities within 40 days after the start of the physical inventory.
Sincerely, N
Willard B. Brown, Chief Safeguards Material Licensing and International Activities Branch Division of Safeguards, NMSS B704080120 861212 PDR ADOCK 07001201 C
