20555 NRC DOCKET NUMBER 50-424 OPERATING LICENSE NPF-68 V0GTLE ELECTRIC GENERATING PLANT - UNIT 1 CHANGES IN INITIAL STARTUP TEST PROGRAM Gentlemen:
The following information is prcvided in accordance with Operating License Condition 2.C.(3) whereby Georgia Power Company (GPC) is to report any changes to the Initial Test Program described in Section 14 of the FSAR made in accordance with the provisions of 10 CFR 50.59.
The Natural Circulation Test described in FSAR Section 14.2.8.2.47 has been revised to reflect the separation of this test from the Loss of Offsite Power Test.
The revised Natural Circulation test deletes those provisions included to account for performance of the test with a simulated loss of offsite power.
Also deleted is the prerequisite for the reactor to be at low power, allowing the Natural Circulation test to j
be performed using decay heat.
Enclosed is an abstract of the revised t
test.
The revisions to the test abstract will be incorporated in a future FSAR amendment.

has been changed to separate it from loss of offsite power and clarify performance using only decay heat. The entire abstract is shown below. Strikeouts indicate deletions, underline additions.
A.
Objectives 1.
To demonstrate the capability to remove decay heat by natural circulation.
2.

Test Method 1.
The test will be initiated by efaulating a less of the main generatee and effette powee seweees tripping off all reactor coolant pumps.
2.
Natural circulation will be verified by observing the response of the hot leg and cold leg temperature instrumentaion in each loop for natural circulation stabilization period and the ability to maintain the cooling mode.
3.
Core exit thermocouples will be monitored to assess core flow distribution.

Acceptance Criteria 1.
Natural circulation nust occur in the pricary system, and primary temperatures and pressures are within the design limits of subsection 5.1.2.
2.
Delta T across the reactor core is less than the full power delta T.
3.
Decay heat removal capability is demonstrated by maintaining natural circulation conditions for a minimum of one hour.
