This is in response to your request, dated November 12, 1986,for a partial exemption from the " Instructions for Completing Nuclear Material Transaction Reports," NUREG/BR-0006, Revision 2, referenced by 10 CFR 75.34(a).

We have reviewed your request and are hereby denying it because a timely report of an inventory change has to be submitted by the licensee for trans-mittal to the IAEA. The shipper's document cannot be used to change the receiver's inventory. Only documents issued by the licensee can change the status of its inventory.

We have determined that the attachment to your November 12, 1986 letter contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
