This is in response to your letter of February 1, 1987, (LA 87-02) by which you transmitted revised pages to your previously submitted Fundamental Nuclear Material Control Plan (FMiCP), made pursuant to the requirement of 10 CFR 74.31(b). The revised FNMCP pages were in response to our comments and questions transmitted to you in our December 16, 1986 letter.

We have completed our review of your revised FNMCP.pages and, except for two minor omissions, find them acceptable. Thus, your entire Part 74 FNMCP will be acceptable when the above mentioned revised pages and the two minor omissions are incorporated. In a February 25, 1987 telephone conversation with Mr. Bob Williams of your staff, the two omissions were identified.

Mr. Williams indicated that the necessary wording would be inserted into the finalized FNMCP which will be submitted before March 31, 1987. At that time, we will issue a revised Safeguards Amendment to your license which will incorporate the Part 74 FNMCP as a condition of license.

We have determined that the enclosure to your LA 87-02 letter, dated February 1, 1987, contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
