Gentlemen:
This refers to the inspection conducted by Mr. H. E. Murphy of this office
during the period 0::tober 17-21,1988, of activities authorized by NRC
Operating License NPF-76 and Construction Permit CPPR-129 for the South Texas
Project, Units 1 and 2, inct to the discussion of our findings with Mr. J. T.
Westermeier and other members of you staff at tre conclusion of the
inspection.
Areas examined during the inspection included witnessing preoperetional testing
and review of completed preoperational test procedures.
Within these areas,
the inspe,, tion consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspector.
The inspection findings are documented in the enclosed inspection
report.
Within the scope of the inspection, no violations or deviations were
identified.
One unresnived item is identified in paragraph 3 of the enclosed inspection
,

report. As discussed at the exit rneeting, we request that you respond to this
unresolved item in writing within 30 days of the date of this letter.
