APR I 1987 In Reply Refer To:

Dockets: 50-498 50-499 Re: NRC Materials License SNM-1972 Docket: 70-3016 Houston Lighting & Power Company ATTN: M. R. Wisenburg, Deputy Project Manager i South Texas Project P. O. Box 1700 Houston, Texas 77001 Gentlemen:

This acknowledges the receipt of your letter of January 30, 1987, by which you transmitted Revision 3 to the South Texas Project Interim Security Plan for Fuel Storage. We have reviewed the information contained in the plan revision and, with an exception, find the changes in the plan to be consistent with the provisions of 10 CFR 70.32 (e). Accordingly, they are acceptable for inclusion into the plan.

I Concerning the exception noted above, we have determined that a portion of that plan appears not to be consistent with the provisions of 10 CFR 70.32 (e)

, in that it appears to lessen the effectiveness of the security program.

Accordingly, in this particular matter listed in the enclosure, you are to follow the previously approved plan until clarification is reviewed and accepted. Therefore, additional clarification about this item is requested.

@ The enclosures to your letter contain Proprietary Information of a type specified in 10 CFR 2.790 (d)(1) and are being withheld from public disclosure.

Sincerely ORIGINAL SIGNED DW J. E. Gagliardo, Chief Reactor Projects Branch
