Gentlemen:

This refers to the inspection conducted by Mr. H. S. Phillips and other members

of the Region IV Comanche Peak Group during the period October I through

November 30, 1986, of activities authorized by NRC Construction

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric Station,

Units 1 and 2, and to the discussions of our. findings with you and members of

your staff at the conclusion of the inspection.

Areas of construction examined during the inspection included Unit 2 plant

status, Unit 2 general plant inspections, review of 10 CFR 50.55(e) reports,

Unit 2 ASME N-5 Data Report program, and installation of Unit 2 safety-related

components.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspectors. These findings are documented in the

enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 4 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.

Sincerely,

Original Signed by:
