TOLEDO hsEDISON Docket No. 50-346 DONALD C. SHELTON Vre Presdent-Nudmar (419}249 2399 License No. NPF-3 Serial No. 1-715 April 1, 1987 United States Nuclear Regulatory Commission Document Control Desk Washington, D. C. 20555 Gentlemen:

This report is being submitted in accordance with the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifications. Technical Specification Surveillance Requirement 4.4.5.5b requires Toledo Edison to submit the complete results of the steam generator (SG) tube inservice inspection on an annual basis.

During the past outage at Davis-Besse, SG l-1(B) was inspected to comply with Technical Specification Surveillance Requirement 4.4.5.0. A similar inspection was performed on SG l-2(A) for additional information purposes. In addition, a nitrogen bubble test was conducted by pressurizing the SG secondary side with nitrogen gas and observing any indication of bubbling at the upper tubesheet on the SG primary side.

This test provided a quick and thorough examination for tube leaks in the area from the 15th tube suppcrt plate to the upper tubesheet which historically has been the primary area of tube leakage in once through SGs.

The SGs were first examined using the nitrogen bubble test. During the nitrogen bubble test, no indications were found in SG B. When SG A was examined, one previously plugged tube (47-1) was found to be leaking at the plug / tube welded interface and was subsequently repaired by replugging.

The SGs were then examined using eddy current testing and eighteen tubes were plugged as described in the attached summary excerpted from Babcock and Wilcox (B&W) Company's Eddy Current Report for Davis-Besse, Unit No.

1, August 1986, which details the inspection findings. Tube locations referenced in the summary correlate to standard B&W once through steam generator tubesheet maps.
