CONFIRMATION OF UNDERSTANDING MGARDING LEAD RESPONSIBILITY The referenced order sets forth License Condition 2.C.(11) amending the license, consisting of seven major items which must be resolved by the licensee.
Region V has reviewed these itetas and de.termined that the responsibility for evaluation of the licensee's report and resolution of these issues properly belongs to NRR. This understanding was also confirmed during a

telephone discussion between D. Kirsch, of my staff, and G. Knighton, of your staff. on April 23, 1984.
