Gentlemen:

This refers to the Enforcement Conference conducted in the NRC Region IV office

on February 20, 1987, with you and other members of your staff and Region IV

staff members to discuss the findings of the NRC inspection conducted during

the period February 2-6, 1987, which were documented in our NRC Inspection

Report 50-482/87-05, dated February 13, 1987.

The subjects discussed at this meeting are described in the enclosed meeting

summary.

It is our opinion that this meeting was extremely beneficial and provided a

better understanding of the concerns identified during the inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of.this letter will be placed in

the NRC's Public Document Room.

On February 20, 1987, representatives of Wolf Creek Nuclear Operating

Corporation, met in Arlington, Texas, with NRC Ragion IV and IE personnel to

discuss the findings documented in the NRC Inspection Report dated February 13,

1987. The attendance list and licensee presentation are attached. The meeting

was held at the request of NRC, Region IV.

The NRC discussed the concerns from the inspection, including the apparent

failure to satisfy Technical Specifications (TS) requirements when calculated

RCS flow rate indicated less than the minimum required by TS and the apparent

failure to follow established procedures following the discovery of the

calculated RCS flow rate by plant personnel. The licensee discussed the

concerns and stated that the RCS flow rate was not considered to be actually

less than TS minimum based on other indications, including the actual RCS flow

indication. Subsequently, the source of the error was determined to be due to

miscalibration of feedwater flow transmitters.

The licensee also discussed the actual sequence of events and the corrective

actions taken to prevent the recurrence, including surveillance program controls

i

and increased management involvement.

It was noted that even though the indicated and calculated RCS flow had

decreased since the previous cycle, the RCS flow was, in fact, above the

minimum required by the specification.
