CONFIRMATORY LETTER ON AUTHORIZATION FOR RESTART AND POWER ESCALATION OF UNIT 1 - SEQUOYAH NUCLEAR PLANT, UNIT 1 (TAC 60081, 60409)
By letter dated November 4, 1988 you provided the staff with the Tennessee Valley Authority (TVA) plan for the power escalation of Unit I during the restart of the unit from the current extended outage.
This plan describes the initial operation of Unit 1 at various power levels with the five identified unit deficiencies.
These deficiencies are the follcwing:
(1) reactor vetsel flange inner 0-ring seal seepage, (?) emergency diesel generator with failed load sensor card, (3) pressurizer safety valve seepage, (4) steam generator Pain steam safety valves seepage and (5) main stean system steam dump valve seepage.
These deficiencies have been evaluated by TVA with the conclusion that it is safe for Unit 1 to restart with these deficiencies.
In your letter, you stated that the reactor vessel flange inner 0-ring seal seepage is acceptable for the upcoming Unit 1, Cycle 4 power operation.
The Unit 1. Cycle 4 refueling outage, when the 0-ring seal would be repaired, is scheduled for early 1990.
The repairs-for the failed load sensor card will be made during the upcoming diesel generator outage scheduled for the week i
of November 28, 1988.
If the pressurizer safety valve seepace has not stopped, Unit I will be shut down af ter operating in Mode 1 for a maximum of 21 days.
At the present schedule, this would be November 30, 1988.
You further state' that, in the event that linit I has to shut down to cold shutdown during the power ascension in this restart, the three deficiencies listed above, Items (3) to (5), on valve seepage will be repaired before resumina power operation.
We have evaluated your letter and have discussed it with your staff by telephone on November 4 and 5, 1988.
The reports docue.entinq the evaluations by TVA of the deficiencies have been reviewed by the NRC staff.
We conclude that the plan for the power escalation of Unit I with these deficiencies and the evaluations of the safety significance of the deficiencies for power escalation are acceptable for Unit I to restart at this time fron the current outage.

The NRC holdpoints at 30% and 75% power remain in effect. As we agreed, the NRC holdpoint at Mode 2 will be reinstated prior to your return to operation following a shutdown to effect repairs of the items discussed above.
