SUMMARY
OF SEPTEMBER 2,1998, MEETING WITH THE COMBUSTION ENGINEERING OWNERS GROUP (CEOG)
On September 2,1998, a public meeting was held at the U.S. Nuclear Regulatory Commission (NRC) offices in Rockville, Maryland, between representatives of the NRC and the CEOG. provides a list of attendees.
The purpose of the meeting was to discuss a CEOG outage initiative related to alternative decay heat removal in Mode 6/ refueling. The CEOG representatives stated that unless the staff raised issues during the meeting that appeared to be unresolvable, they intend to submit a generic topical report on this issue. The CEOG presentation material from the meeting is included as Attachment 2.
1 The CEOG representatives stated that the proposal to allow increased options for decay heat removal in Mode 6 has several benefits. Among the benefits are improved plant safety resulting from less fuel movement and more time for the fuel inside containment. It would also allow for decreased outage time due to the ability to remove the shutdown cooling system frcm i
service for maintenance. The CEOG representatives noted that changes to plant Technical-k Specifications would be required to implement this proposal and the bracketed numbers in the FI i
presentation are typical values.
Following the CEOG presentation, the staff raised several questions for the CEOG to consider:
- 1. Whit.vould be the safety classification of the alternate shutdown cooling system?
- 2. Does this proposal depend on containment cooling?
- 3. Does this proposal increase the importance of maintaining the cavity seal and nozzle dams?
- 4. Would the spent fuel pool purification system be secured?
