REVIEW AND AUDIT ACTIVITIES As you are aware, members of my staff (J. Gilray and J. Spraul) along with ycur

, consultant (C. Haughney) tret May 14, 1986, with the NRC Region IV inspection staff for Comanche Peak (principal contact, C. Hale) to evaluate the implementa-tion of the OQT review and audit activities. Agreement was reached by participating parties that the procedural controls, review and audit schedules, timeliness of resolving deficiencies, and documented responsibilities for the review and audit activities of the OQT require immediate attention and correction. The charter of I the 0QT is to provide added assurance that the CPRT quality commitments are l properly and effectively implemented. We rely on this function to satisfy the 10 CFR 50 Appendix B requirement for regularly reviewing the statu. and adequscy of the program. As prsently constituted, revisions to the 00T secpe and pro-cedures are necessary for the NRC to place such reliance on the program.

Consequently, we request that you issue the attached proposed letter to W. G.

Counsil of the Texas Utilities Generating Company. <

In accordance with your request of May 6 to provide an inspecticn of the resolution of TRT ISAP's, we plan to schedule a joint Region IV, IE-HQ inspection, which will cover both the OQT implementation activities ard TRT ISAP resolution, about i
