SUBJECT:

SUMMARY

OF APRll 1,1999, MANAGEMENT MEETING BETWEEN THE NRC STAFF AND THE BOILING WATER REACTOR OWNERS GROUP (BWROG) l l

On April 1,1999, members of the staff met with the BWROG at the Nuclear Regulatory l

Commission (NRC) headquarters in Rockville, Maryland, to discuss a number of BWROG

/

activities. For each of the activities, the BWROG provided an overview describing the status of the owners' group activities associated with it and indicated where significant interactions with the staff would be beneficialin resolving the issue. A list of attendees and their affiliations is l

provided as Attachment 1. A copy of the handout used by the BWROG in their presentations i l

provided as Attachment 2.

B. Sheron, NRR Associate Director for Project Licensing and Technical Analysis, opened the meeting with a brief discussion of the recent NRR reorgs nization. Members of the BWROG summarized the accomplishments of the BWROG and the staff since the last management meeting on August 5,1998. Each of the agenda items was then discussed, as summarized below.

ISI/IST NUREGM19 Feedwater Nozzle Inspection On March 25,1999, the BWROG issued a response to the NRC Safety Evaluation (SE) of June 1998, providing clarification to resolve conditions specified in section 5 of the SE. The BWROG ISI/IST Committee believes that this response will close all open issues, thus allowing use of the j

topical report without further conditions or restraints. The staff plans to close this issue by July 1999 and commented that another meeting or phone call might be needed. The typical method of closure is to re-issue the topical report with all the changes incorporated. The staff suggested l

l C. Carpenter a meeting or telephone conference in late April or May to reach conclusion on the remaining issues. The staff would then issue a letter stating that the issues are resolved, requesting the BWROG to reissue a new topical report incorporating all correspondence. The staff would then issue a revised SE and close this issue, i

Weld Overlav Inspection ReliefNessel & Internals Proaram (VIP) NUREG 0313 The BWRVIP and the BWROG have agreed to coordinate efforts on developing an integrated program to address proposed revisions to NUREG-0313. The BWROG topical report on weld overlay inspection that was submitted in March will become part of the effort to revise NUREG-0313. This effort may effect BWROG plants with fall 1999 outages, with some plants not wanting to perform these inspections this fall. R. Hermann commented that a schedular letter is planned, with the staff's goal to complete the topical report review by the end of 1999. In several instances, plant specific relief has been granted (for example, Hatch) and Mr. Hermann expects a similar situation on overlays. The staff met with Brown's Ferry staff on March 31,1999, on approaches to Category A welds and plans to look at the whole program from a risk standpoint.

Year 2000 (Y2K) Activities in the initial assessment GE-NE reviewed 105 systems for susceptible components relative to the Y2K issun and shared information when components were identified as potentially susceptible. No issues have been found in safety related systems which would prevent safe shutdown. Steps are being taken to establish independent PEER Assessments on Y2K readiness. R. Wessman commented that the staff has recently been tasked with looking into the Y2K transition efforts. All plants will probably be visited for review, with a more focused look at 6 plants on contingency planning. S. Haller stated that most plants have completed their internal and external risk analyses and are deciding which contingency plans apply. His overall opinion is that the activities are going well. A meeting on contingency planning is coming up in San Jose. In response to a question from the staff on GE digital feedwater systems, G. Warren offered to assist in collecting information from individual plants on their digitial feedwater systems. The staff commented that many of the Y2K problems concern the grid, which is beyond the NRC's area of authority. The staff encouraged the BWROG to remind utilities to assure the public that the situation is under control.

ADoendix R Fire Protection Circuit Analysis issues The BWROG Appendix R Subcommittee is almost finished developing its position on the use of safety relief valves and low pressure systems as a " redundant" (as opposed to alternative) post-fire safe shutdown method. The position is scheduled to be submitted in early April and will I

serve as a model for all other circuit analysis positions that the subcommittee is developing.

Ultimately, the subcommittee will incorporate this position into a topical report that will address l

l all of the issues. The BWROG would like to get staff feedback on this "model" position so that these views can be reflected in all of the positions. The BWROG also requested that the staff stop pursuing outstanding plant-specific issues involving the use of safety relief valves and low pressure systems as a post-fire safe shutdown method until this " generic" issue is resolved.

C. Carpenter l The subcommittee is now planning the next working level meeting with the staff for June 1999.

During this meeting the subcommittee wants to discuss staff comments on its position on the use of safety relief valves and low pressure systems as a post-fire safe shutdown method and conSnue the discussion of circuit analysis issues and the BWROG's plans to submit a topical report (now planned for 3"' quarter 1999) for NRC review and approval. The BWROG requested staff comments on the model position before the June meeting to allow time for the

. subcommittee to consider them.

Vendor Oversicht - GE LOCA Methods Audit Results BWROG/NUPlc (Nuclear Utilities Procurement issues Committee) performed an audit of GE in November 1998 and issued the audit report to GE on March 25,1999. Details will be provided after GE responds to the findings. No significant safety-related issues requiring reanalysis were found. Future audits will be developed.

B. Sheron commented that NUPIC had been asked for a letter describing what they were doing.

The program of relying on industry initiatives rather than issuing Generic Letters (GLs) appears to be working. The only missing piece is the public involvement part. In the GL process, public comments are requested before the GL is issued. In moving to a voluntary industry initiatives program, the staff will need to work with industry to consider how to get public involvement in the process. The staff is also interested in seeing the audit results. A Staff Requirements Memorandum from the Commission on this subject is expected soon.

MSIV Leakaoe Objective of this issue was to obtain technical specification change to eliminate requirements for MSIV Leakage Control Systems and to increase allowable MSIVleakage rates. License change requests have been approved for 8 plants with 4 others actively pursuing similar cnanges.

f Since this issue is nearly complete the staff suggested moving toward clocre.1he BWROG will take action to close and submit final clean topical incorporating SER and other correspondence.

l Response Time Testino Objective of this issue was to eliminate Response Time Testing of intermediate range response time loops by demonstrating that changes in response times beyond acceptable limits are detectable during other routine periodic testing. BWROG submittad topical report addendum on November 2,1998, and believes that this submittal resolves all remaining issues. The staff's SER target date had been late April, but may slip a month. The BWROG will notify the project manager if this delay will cause problems.

Joint Owners' Group (JOG) Air-Ocerated Valve (AOV) Prooram The JOG AOV Program Document Status Revision 0 was distributed to utilities in March 1999.

Duke Engineering is currently working technicalissues raised by JOG uniities. The next JOG AOV Core Group meeting is scheduled for April 20 - 22,1999, at the Framatome office in Rockville, MD If closure is reached on remaining issues the Program Document will be issued i

JOG AOV Program Update

Background

- JOG effort began in Jan 98 with all four OGs [56 utilities,67 plants,102 units]

- Duke Engineering contracted to assist with JOG AOV program development

- Objective: Develop an industry program which defines the minimum requirements to assure AOV capability.

- Interfaced with EPRI, NEl, ASME, INPO during development
