SUBJECT: REPORT NOS. 50-327/85-45 AND 50-328/85-45 ,

Thank you for your response of March 20, 1986, and your revised response of

April 24, 1986, to our Notice of Vic1ation issued . on February 18, 1986,

concerning activities conducted at your Sequoyah facility. We have evaluated

your responses to Violation 50-327/85-45-09, 50-328/35-45-09, and found that they ' -

meet the requirements of 10 CFR 2.201. We will examine the implementation of

your corrective actions during future inspections.

Regarding your response to example b. of Violation 50-327/85-45-06,

50-328/85-45-06, you did not completely address all concerns associated ~with

the violation. Specifically, your interim e short-term corrective actipn,

associated with the Upper Head Injection level ' switches being repeatedly cut of

calibration, did not appear to be effective af ter June 1984. In your response,

you failed to address the establishment of additional measiires to ensure

continuous system operability until level switch replacement could be completed.

Resolution of this programmatic management concern should be addressed in your

corrective actions. This request was discussed during a telephone call between

Mr. P. Wallace of your staff and Messrs. F. McCoy and B. Debs of the NRC

Region II staff on May 5, 1985. During- that conversation, you committed to

address this issue in a supplemental response by June 6, 1986.

We appreciate your cooperation in this matter.
