ULNRC-1478 DOCKET NUMBER 50-483 CALLAWAY PLANT REVISION TO TECHNICAL SPECIFICATION 3/4.7.5 ULTIMATE HEAT SINK

Reference:

ULNRC-1440, dated 1/29/87 The referenced letter transmitted an amendment application request to revise the Action Statement associated with the Ultimate Heat Sink.

The proposed Technical Specification change divided the existing Action Statement into two separate statements to provide clarification and to delineate the fact that there are two separate trains of cooling available for the Essential Service Water System.

The proposed change to the Action Statements in the referenced letter utilized the same phraseology as the presently approved Action Statement, and the required action was the same.

However, when the temperature and level requirements are not met and cascading is considered, the inoperable Ultimate Heat Sink renders both trains of the Essential Service Water System inoperable, and the requirements of Technical Specification 3.0.3 must be met.

We therefore agree that the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to restore the Ultimate Heat Sink level and temperatures to within limits is not applicable.

Based on the above evaluation and discussions with the NRC Staff, Union Electric Company herewith transmits a modified version of. Technical Specification 3/4.7.5, Action.a.

The Safety Evaluation and the Significant Hazard Evaluation previously transmitted remain unchanged.
