Dear Sir:
During our meeting on May 13 and 14,1986, to discuss Seabrook Station's Inservice Testing (IST) Program [ Reference (b)], we were unable to respond to some of the Staff's questions.
Our response to these open items are provided herewith.
Also as a result of this meeting, we have revised Seabrook Station's IST Program.
A copy of this revised program is also provided herewith.
We trust that the enclosed is acceptable and request that the resolution of that portion of SER Outstanding Issue No. 4 involving IST be reflected in the next supplement to Seabrook's SER.

B.2 These valves shall be full-stroke exercised during plant cooldown to cold shutdown or heat-up from cold shutdown when there is sufficient steam available to full-stroke exercise these valves.
These valves shall also be veri-fled closed.
C.1 There is sufficient flow to full-stroke exercise this valve (FW-V64) under the conditions outlined in the response to Open Item B.2 above.
F.1 The air operated pressure control valves and the three-way temperature control valves have a fail-safe function and have been included in the IST Program.
M.1 This valve shall be full-stroke exercised during cold shutdowns.
Additional technical basis has been provided on Relief Request V-43.
0.4 Present test procedures verify a full-stroke exercise of these valves during cold shutdowns.
( RH-V15, -V29, -V30, and -V31).
0.5 Same risponse as 0.4 above.
0.7 These valves (RH-FCV606, -FCV607, -FCV618, and -FCV619) are not required to change position to take the RCS to the cold shutdown condition.
P.3 These valves (SI-V5, -V20, -V35, and -V50) shall be partially disassembled, inspected and manually exercised as noted on Relief Request V-42.
P.4 These valves (SI-VS, -V20, -V35, and -V50) can and shall be partial-stroked during cold shutdowns. Valves (SI-V6, -V21,
-V36, and -V51) cannot be partially stroked during cold shut-down.
Refer to Relief Request V-42.
R.3 This valve (CS-V144) does not perform a safety function to pass flow for auxiliary pressurizer spray. Auxiliary pressurizer spray is not relied upon for the safe shutdown of the plant.

X.2 Thcac valvca (CCC-V5 and =V24) chall be full-stroke exercised quarterly using an equivalent air flow through the valves as when the hydrogen analyzers are operated.
Y.1 These valves (CBS-V3 and CBS-V7) are only partial-strok'ed during quarterly pump testing. These valves shall be partially disassembled, inspected, and manually exercised as noted on Relief Request V-40.
Y.3 Same response as Y.1 above.
F.F.1 These valves (CAH-FV6572, -FV6573, and -FV6574) are active valves.
G.G.1 Certain emergency diesel generator air start valves have been included in the IST Program. Refer to Figure 5.3 P&ID 202101 for the specific valves to be tested.
G.G.2 All portions of the spent fuel cooling loops are designated Safety Class 3 and are designed and constructed to meet seismic Category I requirements. The systems assures adequate cooling to the stored fuel assuming a single failure of an active component coincident with a loss of off-site power.
In the unlikely event that all forced circulation cooling flow to the fuel pool is lost, adequate pool sater inventory assures ample time to restore system operation.
Spent fuel pool makeup water can be obtained from either the Refueling Water Storage Tank or the Condensate Storage Tank, if necessary.
System operation is not required for mitigation of the Seabrook design bases accident events (FSAR Chapter 15 events). As noted in FSAR Section 9.1.3.4 (Inspection and Testing Requirements) active components of the system are in continuous use during normal plant operation, and no additional periodic tests are required.
Consequently, active components of the Spent Fuel Pool Cooling System need not be included in the IST Program.
G.G.3 The control room air conditioning system has a recirculating air system located within the control room complex which consists of two full-sized identical air cooling trains that are independently electrically powered.
Each train consists of an electric motor driven refrigeration compressor, an air cooled refrigeration condensing coil with an electric motor-driven centrifugal fan and a direct expansion evaporator coil with an electric motor-driven centrifugal fan.
There are no applicable safety related pumps and valves associated wi th this system.
