Subject: Millstone 3 Routine Inspection 50-423/86-15 (4/15/86-5/19/86)

This transmits the report of the above subject inspection by Messrs. J. Shedlosky

and F. Casella of this office. The inspection findings have been discussed with

Messrs. W. Romberg and J. Crockett of your staff. No violations were identified.

During this inspection, we noted that the operating staff reacted promptly and

effectively to several events. These included an Electrical Hydraulic Control

System fluid leak, a secondary system steam gasket failure, and the loss of cir-

culating water pumps while at full power.

Thank you for your April 2 and 7,1986 letters replying to Violations identified

in Inspection Report 50-423/85-74. Your letters addressed cause and corrective

action on failures to comply with the Facility Security Plan, failure to follow

operating procedures, and failure to maintain required cleanliness and material

control during safety-related equipment maintenance. Corrective action completion

will be evaluated during routine inspection.

This also acknowledges your April 11, 1986 letter on positioning instrument stop

valves. We find no violation of NRC requirements in your program. However, when

the opportunity arises incident to another meeting, I would like to discuss this

matter further with you.
