ACCEPTANCE REVIEW OF THE TROJAN NUCLEAR PLANT LICENSE TERMINATION PLAN My staff has performed an acceptance review of the Trojan Nuclear Plant License Termination Plan (LTP) submitted by letter dated March 10,1999. An acceptance review was conducted to l determine if adequate information was provided to allow us to conduct a detailed review. We have concluded that the LTP did not provide sufficient information to perfor n a detailed review, and recommend returning the LTP to the licensee so that the LTP can be resubmitted as a complete application.

l We compared the submitted application with draft NUREG-1700,"The Standard Review Plan '

for Evaluating Nuclear Power Reactor License Termination Plans," and Regulatory Guide 1.179, )

" Standard Format and Content of License Termination Plans for Nuclear Power Reactors." l Specifically, we found that the Final Status Survey Plan portion of the LTP failed to address in l sufficient detail the methods and assumptions used to demonstrate compliance with the I radiological criteria for license termination. The submittal provides only a process for developing a survey plan but does not provide the survey protocol details nor are derived i concentration guidelines presented. The following items need to be provided: detailed survey protocols; identification and characterization of each survey unit; derived concentration guideline Q

levels; and the reference coordinate system established for the site areas.
