SAFETY EVALUATION REPORT: APPLICATION DATED MARCH 31,1999, AUTHORIZED USE AND PLACE OF USE CHANGE (TAC NO. L31176)
BACKGROUND By application dated March 31,1999, Pennsylvania State University (PSU) requested an amendment to License SNM-95 to state the authorized use and place of use for the material specified in Condition 6.H.
DISCUSSION in Amendment 3 to Material License SNM-95, PSU was authorized possession of up to 70 pounds (31,752 grams) of solid depleted uranium metal. In PSU October 8,1998, amendment request, the authorized use and place of use was not specified. In order to correct this, PSU in their March 31,1999, application requested that License SNM-95 be revised to state the authorized use and place of use for the material specified in Condition 6.H.
Accordingly, License Condition 9 is revised to include the following statement: "The material specified in Condition 6.H shall be used at University Park, Pennsylvania" and License Condition 10 is revised to include the material specified in Condition 6.H.
ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the proposed changes will not adversely affect the public health and safety or the environment.
Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categorically i
excluding an action from an environmental review has been met and neither an environmental assessment nor an environmental impact statement is warranted for this action.
CONCLUSION Based on the above discussion, the staff concludes that the proposed changes are acceptable.
The Region I inspection staff has no objection to this proposed action.
The NRC Region I inspection staff was contacted and has no objection to this licensing action.
