DPR-71 & DPR-62 REQUEST FOR I.ICENSE AMENDMENT ADMINISTRATIVE AND ORGANIZATIONAL CHANGES Gentlemen:
SUMMARY
In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests a revision to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2 (BSEP-1 and BSEP-2). The proposed amendment includes: (1) revised instrument numbers for Reactor Vessel Water Level Transmitters, Drywell Oxygen Concentration Instruments, Drywell Hydrogen Concentration Analyzer and Monitor, and Chloride Intrusion Monitors; (2) a revised section number for Suppression Pool Bases; (3) organizational changes to Section 6.0, Administrative Controls; and (4) footnote annotation changes from symbolic to alphabetic.
1 DISCUSSION Environmental Qualification was not able to be demonstrated for Reactor Vessel Water Level Instrument Nos. B2l-LITS-N026A and B for BSEP-1 and BSEP-2. Therefore, these instruments were replaced with Environmentally Qualified Instrument Nos. B21-LT-N026A and B. Item 2 of BSEP-1 and BSEP-2 TS Tables 3.3.5.3-1 and 4.3.5.3-1 are revised accordingly. The replacement transmitters perform the same functions as those being replaced.
The designations for Drywell Oxygen Concentration Instruments CAC-X-XY-4348-2, CAC-X-XY-4349-2, CAC-X-XY-436?-2, and CAC-X-XY-4363-2 and Drywell Hydrogen Concentration Analyzer and Monitor Instruments CAC-X-XY-4348-1, CAC-X-XY-4349-1, CAC-X-XY-4362-1, and CAC-X-XY-4363-1 in BSEP-1 and BSEP-2 TS Table 3.3.5.3-1, are not consistent with plant instrument numbering conventions set forth in Drawing No. 9527-D-2519. The plant uses "CAC" or "X" as system designators.
Double system designators were erroneously used in TS Tables 3.3.5.3-1 for Unit Nos. I and 2. The proper designation for Drywell Oxygen Concentration Instruments should be tg(0 8704060292 870401 s

Book 2, Q-List, and plant drawings make reference to these instruments as X-XY without the "CAC" prefix. In addition, these instruments are tagged in the field as X-XY, again without the CAC prefix. The TS should reflect plant "as-built" conditions and the information found in the plant drawings and the Plant Operating Manual and are, therefore, revised accordingly. The proposed revision to the TS ensures consistency and does not change the function of the instruments.
- BSEP-1 and BSEP-2 Bases Section 3/4.5.3.3, Suppression Pool actually corresponds to TS Section 3/4.5.4. Therefore, Bases Section 3/4.5.3.3 is revised to read Bases Section 3/4.5.4.
BSEP-2 TS Table 3.3.5.6-2, Chloride intrusion Monitor Setpoints, item 2b., narrow-range monitor instrument number should read (TS-CR-363) instead of (TS-CR-B63) and is changed accordingly.

SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards for determining whether a significant hazards consideration exists (10 CFR 50.92(c)). A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated;(2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.
Carolina Power & Light Company has determined that:
(1)
The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated because these changes are administrative in nature, and the only physical alteration of plant configuration or change to setpoints or operating parameters proposed is the replacement of non-environmentally. qualified Instrument Nos. B21-LITS-NO26A and B with the environmentally qualified Instrument Nos. B21-LT-NO26A and B. The functions performed by the environmentally qualified instruments are the same as the functions performed by the instruments which they are replacing.
Footnote designations have no impact on safety.

The proposed amendment does not create the possibility of a new or different kicd of accident than previously evaluated because these changes are administrative in nature involving typographical errors, corrections to instrument numbers, and organizational changes.

The proposed amendment does not involve a significant reduction in a margin of safety due to the administrative nature of these revisions.
Safety functions performed by the previms organization continue to be performed under the new organization.
Based on the above reasoning, CP&L has determined that these changes constitute no significant hazards considerations.

The proposed TS pages are provided in Enclosure I aid Enclosure 2. A summary list of revisions is included with each set of TS pages for your convenience.
Carolina Power & Light Company has evaluated the request in accordance with the provisions of 10 CFR 170.12 and determined that a license amendment application fee is required. A check for $150 is enclosed in payment of this fee.
