By letters dated July 31, 1984 (No.-1060), January 18, 1985 (No. 1114), and June 10, 1985 (No. 1158), Toledo Edison Company responded to the staff positions of Item 2.2 (Part 2), Vendor Interface'[ Programs For All Safety-Related Components) of Generic Letter 83-28. We have reviewed your-response and have identified additional information required for us to-complete our evaluation. Please provide your response to our information needs given in,the enclosure not later than May 1, '1987.

A. The licensee states that they actively particip6te in the Nuclear Utility Task Action Committee (NUTAC) progran. The licensee also states that pro-oram enhancements to develop and inplement the NUTAC/VETIP procrar will be made aceneding to the Interorated Living Schedule Program.

The Program enhancements have not been identified. Also, the licensee does not state that their implementation of the NUTAC/VETIP program includes NSSS vendor cont 6ct and direct contact with other vendors of safety-related eouin-ment. Further. the licensee does not show any evidence of a formal review process or overell procedure that is used to ensure that equipment technical information is complete, kept current and available. The licensee needs to address these staff concerrs.

B. The licensee describes the NUTAC/VETIP procram and states that program enhancement will be made to assure that the VETIP pronram is properly controlled and implemented. The licensee states that INPO issues Significant Event Peports. Significant Operatino Fyperience Reports and Operations and Paintenance Reminders. Upon receipt of these documents, the licensee evaluates the information to determine applicability to the  :

facility. This evaluation is documented and corrective actions are taken j as determined necessary.

The licensee does not describe how their procedures were revised to control, implement and incorporate the NUTAC/VETIP program to compen-sate for the lack of a vendor interface for safety-related equipment.

The licensee needs to address this staff concern.

C. The licensee has not committed to all of the program enhancements of the NUTAC/VETIP program. The licensee should verify that the responsibilities of the licensee or applicant and vendors that provide service on safety- i related equipment are defined such that applicable instructions for main-tenance work on safety-related equipment are provided and controlled.
