20555 Gsnelcment Under separate cover, we are transmitting an application for an Amendment to Fccility Operating License No NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1.

This cpplication requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifications be rsvicsd on an emergency basis to reflect the attached changes.

Ths first proposed change is to correct an error in Section 3/4.3.2, Safety Syoten Instrumentation, Specification 3.3.2.1 Table 3.3-3, Safety Features Actuttion Systen (SFAS) Instrumentation. The proposed change to Table 3.3-3 would modify Functional Unit 4a, Sequencer, from 4 minimum units operable to 3 ninimum units operable.

In addition, Action Statement 9a to Table 3.3-3 would be modified to include, for Functional Unit 4a that the insparable sequencer channel be placed in the tripped condition by physical removal of the sequgncer module. As an aid in understanding this change, salicnt operational' features of the Davis-Besse SFAS/ Emergency Diesel Cansrator Sequencer are provided in Attachment 1 to this application.

On Hirch 30, 1987, while the plant was operating at full power, an Emergency Diccol Generator load aequencer was discovered to be inoperable during a routine surveillance test. The Limiting Condition for Operation in Spscification 3.3.2.1 did not allow for power operation with less than all lond cequencers operable. Without either the timely restoration of the asqusncer to operable status or the timely approval of this Technical Sp2cification change by the Nuclear Regulatory Commission, the Davis-Besse Nucicer Power Station Unit No. I reactor would have been required to shut dtwn from full power. Accordingly, because no significant hazards were involved (as discussed in the attached Significant Hazards Consideration),

Toledo Edison requested that the Nuclear Regulatory Commission issue this

- Technical Specification change on an emergency basis pursuant to 10CFR Part 50.91(a)(5). The aituation and request for regulatory relief was crolly communicated to the NRC soon after the situation arose on March 30, 1987.
